DGS provides a unique variety of services to state agencies, boards and commissions, including innovative procurement and acquisition solutions; creative real estate management and design; building maintenance and operations, environmentally friendly transportation, travel and meeting management; design, funding and construction oversight for the construction of safe schools, and the mission critical administrative functions supporting these essential services. The Deputy Director reports to the Director and plans, organizes, directs and reviews the work of the Office of Fiscal Services, Office of Human Resources, Office of Risk and Insurance Management, Enterprise Technology Solutions, and the Office of Business and Acquisition Services. The Deputy Director represents the Department as the Chair for the General Services Workgroup and is Executive Sponsor for the Statewide FI$Cal Project. Internally, the Deputy Director is a member of the IT Governance Council and oversees the department's annual budget processes and other related administrative functions. The Deputy Director is responsible for executive leadership and management of the division's activities to achieve the mission of DGS and the division through subordinate managers, supervisors, and staff. This involves setting the strategic direction for the division through identification of key risks and opportunities and by ensuring systems are in place for effective management of physical assets, spending authority, and human resources. Success in this role, involves establishing management reporting and monitoring systems to ensure that effective services are delivered and key improvement and infrastructure projects are resourced and progressing to timely, successful completion. The Deputy Director is the key communicator within DGS for all administrative matters and within the division setting the tone for organizational expectations, strategic direction, activity updates, recognition, and change leadership. These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization): CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies. Executive level experience managing or leading one or more administrative functions which involve fiscal operations, human resources, information technology, contract management, and other business services. 2. Experience working with internal and external stakeholders and customers in a consultative role seeking successful outcomes. 3. Experience in program and operational evaluations including developing and implementing strategic initiatives and process improvements that reduce the cost of delivering administrative services and/or improve the delivery of administrative services. 4. Experience in sponsoring and managing organizational projects with multiple stakeholders and related experience in change management. 5. Experience conferring with and advising State departments and agencies on policies and administrative procedures relating to program and project delivery. 6. Experience representing a large State department in legislative hearings, meetings involving other State and government groups, and stakeholders regarding budget, fiscal and program policy matters. Experience working closely with the Department of Finance, legislative staff,--department directors and other executives to--achieve the Administration's budget, policy and program goals.
